Practice Area

Advice on all aspects of local government law and practice, including decision-making arrangements between authorities and across agencies, related governance and employment issues; support on major spatial planning, housing, highways and transport matters.

Relevant Experience

Worked for several years as a development and employment lawyer before being appointed at Leeds City Council as Chief Legal Officer; subsequently appointed as a Director and then Chief Executive of the City Council, Chief Officer of the Leeds City Region Partnership, Chair of the Yorkshire and Humber Local Authority Chief Executives Group, and Chief Executive Adviser to the Regional Spatial Planning Board.



Taught at universities in England and USA for six years, specialising in administrative and local government law, with publications in Public Law and LQR. Then worked as a local government lawyer for more than twenty years, during which time was appointed a member of the editorial board of the Journal of Local Government Law and Joint General Editor of the Local Government Law Reports.

Was Chief Executive of Leeds City Council between 1999 and 2010.
